== Case ==
[[Hiroshi Agasa|Professor Agasa]], [[Ai Haibara|Haibara]], and the Detective Boys checked in at a hotel in Hakone, Kanagawa Prefecture. The receptionists suggested to them an interesting location for hanging around, so they went there to check. There, they witness a black motorcycle, driven by a headless person. The Detective Boys are terrified upon seeing the headless driver, and end up being unable to sleep for the rest of the night. The situation is reported to Conan.

The next day, [[Kogoro Mouri|Kogoro]] is taking [[Conan Edogawa|Conan]], [[Ran Mouri|Ran]], and [[Sonoko Suzuki|Sonoko]] to check in at the hotel, led by [[Masumi Sera|Masumi]] on her motorcycle. Both Agasa's group and Kogoro's group will be attending the motorcycle festival held at an exhibition hall in Kanagawa, which include the introduction of the policeman newest motorcycle model "the Angel". Inside the hall will also hold a talk show between one of the model's developers Kazuaki Omae and Kiriko Ryuzato, an industrial designer who announced her retirement four years ago but came back last year. Suddenly, everyone is alerted by a couple driving recklessly on a yellow motorcycle as they drive pass every single vehicle on the road. The couple then try to drive straight between a car and a truck, causing one of the car's rearview mirrors to fall down the road and bounce onto a black car behind. The impact renders the black car unable to navigate properly, forcing Masumi's motorcycle and many other vehicles behind to stop.

After the car has stopped for a while, Conan climbs onto the roof of the car to observe behind, and finds a black motorcycle like one that the Detective Boys described to him. As Masumi is about to pursue the crazy couple, Conan warns her not to because the black motorcycle performs a stunt that would crash land onto her without Conan’s words. In addition, the said motorcycle is currently being followed by [[Chihaya Hagiwara]] and other Kanagawa motorcycle policemen. The scene points toward the couple on their yellow motorcycle as they have been trying to run away from that black motorcycle, and they are about to hit a truck in front, so the man hits the brake to avoid the impact. However, they are unable to do so when the brakes do not work at all, despite the man trying to control the steering wheel as an alternative.

The criminal leaves the scene while the couple are badly injured from the impact. Chihaya reports the accident to her colleagues and pursues the criminal alone. The pursuit continues until a crossroad, where the criminal drives past the people in the first pedestrian line of that crossroad to turn left. The action also causes a big truck to lose control, almost hitting a little girl on the opposite pedestrian line. Fortunately, Chihaya's in time rescue has prevented a horrendous accident from occurring, while her motorcycle is not that fortunate.

After the incident, everyone reaches the hall on time for the announcement ceremony. Conan notices Masumi has been looking for someone, and gets to see the face of that person when she drops it by accident. As Conan picks the phone up for her, she then temporarily departs, unaware of the transmitter Conan puts onto one of her shoes. The talk show between Omae and Ryuzato raises one interesting topic regarding the built-in AI in the assistant driving system used in Angel model: There have been rumours about the development of military motorcycles, and what consequence will be if those motorcycles are also equipped with the system.

In Tokyo, the black driver on their motorcycle is once again on the move. This time, they come out from a big red container and target another person in his motorcycle. Yumi Miyamoto and Naeko Miike find the terrifying motorcyclist post-pursuit, and report to their MPD. Naeko and Yumi's report also reaches Kanagawa MPD, and Conan is able to learn about the incident from Jugo and Chihaya. Since Kogoro is summoned to Tokyo police station along with Omae to assist the investigation, Conan and Ran have to go back to the hotel to receive the room without him.

Jugo and Chihaya offer them a long ride back to the hotel. On their way there, Jugo and Chihaya stop by a road, a road where Chihaya remembers an accident occurred. Jugo reveals that several years ago, a motorcycle police woman Ichika Asagi was in charge of capturing a reformed criminal Naoyuki Sasaki because he was driving a stolen motorcycle; however, when trying he was about to hit the road barrier if he hadn't turned, his brakes were malfunctioned, leading to an accident that took his life while Asagi suffered multiple injuries from it. The two decide to drive to Asagi’s apartment first so Chihaya can ask if she was the one placing the bouquet. Conan also comes along with Chihaya, excusing that he can not hold his pee anymore. There, we see Asagi also suffering from the incident, the leg injury she is still having, the ways the Internet spoke ill about her... After that, the four finally arrive at the hotel where Conan and Ran will be checking in.

That night, Conan agrees to accompany Agasa, Haibara, and the Detective Boys to capture the headless motorcyclist they had seen on last night while eavesdropping Kogoro with a microphone. Agasa then gives everyone a riddle: "Recently, motorcycles are equipped with an auto-driving function, so who is the best driver out of: an old man, a monkey, a child, and a pregnant woman?" The answer is: A child!. Suddenly, Conan hears strange sounds from the forest but couldn’t identify what they are.

The next day, the Mouris arrive at Kanagawa police station for testimony of their encounter yesterday. While Kogoro goes to take the tickets, Conan and Ran happen to see Chihaya, who just finished her duty in the station. Conan becomes curious when he sees the faces in Chihaya’s phone, so she explains that one of them is her deceased younger brother. Chihaya receives a call from Jugo, requesting her to come to Tanzawa lake. Since Chihaya’s motorcycle was damaged yesterday, Kogoro volunteers to take her and his kids to the scene. On their way there, Conan receives a sudden call from Haibara. She informs him there is no information they can find about the headless driver, but she found a magazine that was discussed a lot on a ghost story website. Coincidentally, Sonoko’s acquaintance knew the president of the publisher, so she can help them with the data. Ran then asks Conan if he is experiencing carsickness, to which he startles and replies that he was just watching an interesting video on the Internet but can not hear properly. Ran then lets him use Kogoro's wireless earphones, which Kogoro keeps throwing anywhere in the room.

At Tanzawa lake, a police officer Minato Tateoki is investigating the victim Yuichi Aoki. Following witnesses’ testimony, Aoki ran straight to the railroad of a bridge, flew up while his motorcycle blew up, and died due to the impact of the fall. She points out that in Aoki’s belongings, there is a medical bill taken yesterday including an eye exam. This could suggest the usage of eye drops is part of the causes, while raising the question: shouldn’t the hospital have given him the precaution not to drive for five hours after using the medicine? In addition to this, they find the vehicle’s tire marks irregular. Tateoki uses the witnesses’ testimony to conclude the type of motorcycle the victim is using, which coincides with one Masumi has been using. Conan has a look at the vehicle, and realizes Aoki is the one Masumi has been looking for.

The movie then changes frames to the road where Sasaki died. There, we notice Ryuzato sitting in the back seat of a car, driven by a man wearing sunglasses like her.

The movie changes frames back to Chihaya, who is still wondering about Kenji's words about her. Later, Chihaya and Jugo have a little moment as Chihaya shares one thing that still makes her unable to move on with Kenji’s death: A full version of his honest thoughts about her. Suddenly, the talk is interrupted with the call from, most likely, her superior. The call informs that the codename of the mysterious criminal is Lucifer, and that three Angel motorcycles are specifically given to Tokyo MPD and Kanagawa MPD to help capture this dangerous criminal, with Chihaya being the one driving the only one given to Kanagawa. Kogoro is taking both Ran and Conan back to the hotel when Conan makes an excuse to chase after Masumi. Kogoro believes he should be safe because there is a police station nearby.

At Masumi’s side, she finally reaches the location she wanted to investigate with her motorcycle, but its traces are mostly gone. Instead, she encounters a man in red shirt and his people. There are only three at first, so she quickly overwhelms them with her jeet-kune-do. Conan also manages to reach there in time and delivers a powerful kick to the red shirt man, who has just pulled out a pistol to threaten Masumi, but the two end up running away from the port when they realize they are no match for the people coming to aid the man.

Masumi explains why she is involved in this: The person she wanted to find was indeed Yuichi Aoki, who had been invited to underground racing multiple times due to his talent. It was Aoki that suggested Masumi to join the race as a replacement and for the money she could earn, though she wanted to use the opportunity to investigate the people behind this race. Apparently, the man in red shirt is working with the black motorcyclist as after he makes a call to someone, that man begins to pursue Conan and Masumi on their motorcycle, forcing the duo to hide in higher floors of a building nearby. There, Conan reveals to Masumi about Aoki’s death, convincing both that Aoki had been trying to warn them about something. Somehow, the man is able to reach the location the duo are standing, forcing them to find hideout outside the building. Fortunately, Ran manages to save them in time thanks to the earphones Conan has been keeping.

Ran’s attack also makes the criminal on their motorcycle drop some images. Conan picks it up and sees him and the Detective Boys in one of the pictures, so he tells Ran to contact Kanagawa police to rescue Agasa, Haibara, and the Detective Boys. That night, Agasa and the others are once again trying to capture the headless driver with their cameras when they see a strange vehicle coming. However, the vehicle belongs to the people that have attacked Masumi and Conan earlier at the seaport, and they come here following an order to eliminate Agasa’s group.

Suddenly, at a cliff near the kidnapping scene is the man we saw earlier the day with Ryuzato, carrying a sniper rifle and waiting for her order to the situation. She reluctantly tells him to commit a warning shot at one of the kidnappers. Seconds later, the Kanagawa police Conan calls have reached the location, allowing Agasa and the others to be safe.

At Kanagawa police station, Conan and Masumi are relieved when they hear that their friends are safe. Conan then receives a message from Sonoko about the article she got from her acquaintance, which intrigues Chihaya as she deliberately grabs him along with a book containing files of motorcycle incidents while Masumi just follows without judging. The investigation does not feel confused, but we will still put it onto a proper summary anyway:
* The black motorcyclist is now given a proper name: Lucifer (not Luficer, which is a typo).
* The files Chihaya carried earlier are used to review the similarities between the Sasaki’s incident and Aoki’s incident, which lead to a conclusion that the incidents are staged. In Sasaki’s file, Conan notices a tattoo that is identical to one from the image in Sonoko’s message, suggesting that Sasaki was about to make something public when someone murdered him and made it so it seemed like an accident.
* The police have identified one of the people that attempted to kidnap Agasa and the kids to be Rohan S. Lahiri, an East-Asian aerospace company employee, and they have sketched a portrait of him to show Conan and Masumi, whom they confirm to be one of the people that attacked them earlier at the seaport. This means Lahiri and Lucifer are accomplices.
* Yumi and Naeko have gathered information about Lucifer’s victim on the previous day. The sole victim is Tadakazu Uchikado, he was once the owner of a vintage motorcycle shop but his shop was closed after he was arrested for illegal drug possession. The duo on the motorcycle are Hide Hario (driver) and Yu Nagahashi (passenger). They were classmates at some point, have multiple records for motorcycle theft, and were Uchikado’s regulars. The three testified about Sasaki's accident as they had known him before his reformation, and all of them spoke ill about the victim.

Then, Minato Tateoki comes into the room to inform everyone that Lucifer has made their appearance near Hakone, so Chihaya is given an opportunity to ride the only Angel motorcycle given to Kanagawa to aid the police in subduing this dangerous criminal. Before she leaves for Lucifer, she makes a call to Conan so she can hear his deduction while driving to the location. The first deduction he makes is that '''Ichika Asagi''' became Lucifer to take revenge for her leg injury - which she assumed to be indirectly caused by Hario, Nagahashi, and Uchikado - with the help of an assistant driving system in Lucifer’s motorcycle. The evidence is that Conan found stains in Asagi’s jacket, stains that usually come from riding a motorcycle, during he and Chihaya’s visit to her apartment.

Jugo recalls that when Masumi and Conan were pursued by Lucifer, Chihaya met Asagi in the police station, to which Chihaya says she believes the boy through the pre-made phone call. She then confronts Asagi and has a rematch with her, while Jugo, Naeko, and Yumi rush there because they want to aid her. Ran then comes reminding Masumi to testify while Omae goes for his work. Conan can’t go with Ran because he has to support Chihaya later on, and he asks Ran not to follow him this time.

The motorcycle styled rematch between Asagi and Chihaya turns out to be a set up Conan made so Chihaya can replace Asagi’s position as the Lucifer. The two do this because they want to confront the real mastermind of the plot, '''Kazuaki Omae'''. Omae received Lahiri’s request to develop an assistant driving system for military purposes, which is the concern Ryuzato raised on the day before. The process of making a perfect version of the assistant driving system requires many tests to be carried out, so he and Lahari made an underground racing field to have participants test out the system while making them believe they must do their best to win a money prize. During the that test phase, Omae encountered things that he deemed as obstacles, which must be removed by him or his accomplices:
* The headless driver that traumatized the Detective Boys was an occasional dummy test he carried out with the assistant driving test, Omae decided to have Lahiri silence everyone who witnessed the scene.
* Sasaki was invited to the race as participants, but his staged death arrived after he discovered what had been going on. Omae was then caught attention by Asagi, whose life was ruined because of the incident, and manipulated her into driving the Lucifer motorcycle so he could collect data from her while Asagi could take revenge.
* Aoki was also invited for this underground racing, but received the same treatment as Sasaki when he learnt about the plot like him. The one that attacked Masumi and Conan when they were going back from the seaport was actually Omae himself.
However, he reveals that the data he wanted to collect from is actually Chihaya, which was accomplished when she drove the Angel motorcycle for a rematch with Asagi.

Omae then sets off many explosions to get away with the data he collected. Meanwhile, we see Ryuzato getting picked up by a chopper, getting ready for something. Conan and Chihaya arrive at Kanagawa police station to ask Asagi where her employer would go, to which she replies he is heading to Haneda airport where his sponsor would take him away. While most Kanagawa police are dispatched to the airport, Conan is not at ease yet because he finds Asagi’s vengeance misleading. Suddenly, Conan notices the logo on Angel motorcycle looking similar to Sasaki’s tattoo when he gets to see a big poster of the model, so he asks Haibara for the surveillance footage where Sasaki died. Conan finds Ryuzato appearing in most of the footage, so he asks Haibara for Ryuzato’s contact in the recent days.

From the information Haibara gave, Conan goes back to Asagi’s interrogation room and reveals that she was in fact hired by '''Kiriko Ryuzato''', who wanted to kill Omae and erase his data. Conan found that the person Ryuzato has been contacted the most is John Pouder, employee of an American company that is the ''rival'' of Lahari’s company. The situation becomes desperate again when now Conan must figure out the location Omae intended to go that has nothing to do with Haneda airport and allows a fatal shot on him, which he deduces to be the '''Bay Bridge'''. Suddenly, Masumi reaches out to Conan and Chihaya to inform Ran has been abducted by Omae and Lahiri.

Moreover, Asagi herself has also planted a bomb in Lucifer model, which will blow up at 9:03 PM, the time Sasaki died from the accident. This makes Conan question the relationship between Asagi and Ryuzato, to which he receives an answer through Jugo’s call on Chihaya. He reveals that Ryuzato is Sasaki’s younger brother who got estranged after their parents’ divorce. Ryuzaton had been longing for the reunion with her brother, but the moment was destroyed by Omae, so she had plotted to avenge everyone that was involved in Sasaki’s death.

Yugo also motivates Chihaya by revealing the answer she has always wanted about Kenji and Matsuda’s honest thoughts about Chihaya: Kenji said “Chihaya is good looking. But she is messy and unladylike, she is unable to run fast, her combat skills are mediocre, and her shooting is awful. But once she is on the motorcycle, my skill is unable to match her. She is the fastest woman in Japan.”; Matsuda added in: “No, in this entire life, no one is her match. Chihaya on a bike is…”; both then said: “invincible”. Initially, Conan was suspicious of Haibara for being part of the Black Organization and the inventor of [[APTX 4869]], but he has since warmed up to her as a valuable teammate and someone to confide his thoughts with when they conflict with his child cover. On her part, Haibara expresses interest in Conan's personality, intelligence, and sense of justice.

== Relationship analysis ==

Initially, [[Shinichi Kudo|Shinichi]] mistrusts [[Shiho Miyano]], now [[Ai Haibara]], because she is a member of the [[Black Organization]] and created the deadly drug [[APTX 4869]]. [[Hiroshi Agasa|Professor Agasa]] convinces Conan to give her a chance because she has the best chance of creating an antidote. Ai, who grew up within the Black Organization, is quite cynical at first about Conan's ideals and sense of justice, causing them to quarrel often during their early cases together. Eventually, Conan's hopeful and steadfast personality seems to bring her around.
For his part, Conan watches out for Haibara's safety, protects and rescues Haibara on numerous occasions. Despite being shrunk by the drug developed by Shiho and having his life upended, Conan only carries his hatred towards the criminal Black Organization and not to Haibara personally. He also trusts her as a confidante and values her maturity. For regular cases, they often work as an investigative team bouncing ideas off one another, teaming up to corner the culprit, and explaining the solution. When Haibara is around, she is usually the first to understand Conan's intelligent actions. Haibara often serves as a reality check and reminds Conan to act more like a child in order to protect his identity, and vice-versa. Curiously, they are the only pair who have disguised themselves as each other, although on two different occasions.

The Black Organization is the source of the most trouble in their relationship. Because of several early situations where Haibara panicked in the presence of a nasty Black Organization member or tried to sacrifice herself, Conan developed the bad habit of downplaying the involvement of the Black Organization in various affairs in order to not upset Ai. Even though Haibara has become more resolute, Conan is still reluctant to discuss what is on his mind or his plans when it involves the Black Organization. Haibara has become keen at identifying when Conan is hiding something from her, but only rarely does Conan capitulate. Haibara in turn conceals much of what she knows about [[the boss]] and the goal of the organization, perhaps because she is worried Conan will rush in prematurely and get himself killed. In fact, she has always known that [[Renya Karasuma]] is the head of the Black Organization, but she never reveals it for Conan's safety. This mutual distrust occasionally results in situations that could have been handled better if they shared information.

Their closeness has led a number of people to believe they are in a "special" relationship. In canon, that includes:
* [[Ayumi Yoshida]] questioned Haibara if she liked Conan as early as Haibara's first appearances.
* [[Yukiko Kudo]] noticed Haibara staring at Conan multiple times in a day.
* [[Ran Mouri]], in a bet with Sonoko, insisted that Conan will fall for Haibara.
* [[Mitsuhiko Tsuburaya]] noticed Haibara and Conan often talked to each other on a level that no one else could understand.
In non-canon material, this also includes:
* [[Sonoko Suzuki]] (in Movie 4), asking if Haibara is Conan's new girlfriend. In canon, Sonoko bet Conan liked Ayumi.
* [[Kaoru Koda]] (in Episode 742), asking if Haibara is Conan's girlfriend, which Haibara denied.
* Umeno (in Movie 19), noticing Haibara only stared at Conan, had a conversation with Haibara and encouraged her to open up about her feelings.

Even though Shinichi's single-minded focus on Ran blocks any potential romantic development, Ai has handled any feelings of jealousy gracefully. Occasionally she will tease Shinichi about his obsession with Ran. Haibara is sometimes asked by Conan for one of the prototype antidotes she created, mostly to solve relationship issues with Ran. However, Haibara very rarely grants his wishes, often teasing him about his relationship with Ran in the process. It is unclear whether Haibara is withholding APTX 4869 antidotes from Conan for medical reasons, fears that he will be indiscreet as Shinichi, or to simply meddle with his love life. However, in more recent cases, Haibara has been more supportive of Shinichi and Ran's relationship, providing him the antidotes and asking other people to cover for him.

Haibara has confessed to Conan that having him around in the same situation as her is why she can stand being a six-year-old.

* Upon Haibara's arrival at Teitan Elementary School, Genta eagerly offers the seat next to him for her to sit in. But as Haibara walks towards the desks, she brushes right past Genta and takes the empty seat next to Conan, and in a monotone voice says to him, "Nice to meet you." Surprised, Conan responds with, "Yeah..."
* After class is over, the Detective Boys try to catch up with Haibara in the hallway wanting to ask her to walk home with them. Haibara ignores all of Ayumi's attempts to talk to her until she inquires about her address, to which she replies, "22 Beika Block, Second Street." Conan regards the address as familiar and remarks to himself that her house can't be too far away from where his is. Haibara then looks over her shoulder and smirks at him, surprising Conan and causing him to blush. Genta notices and asks him if he "likes that stuck-up woman", which Conan is quick to deny.
* When Ayumi and Mitsuhiko are telling Haibara about the Detective Boys, she asks, "Edogawa-kun is in it too?". Shortly after, the Detective Boys come across a case, where a fellow classmate's older brother has been missing and the child wants to find him.
* After solving the case, Ai fires a gun through a window, causing her to get a scolding from Inspector Megure. Haibara starts fake-crying (impressively well) to get out of it. Conan walks Haibara back home to 'her house', while she is still crying. When Conan drops her off nearby her home, Haibara immediately stops crying and then starts talking about a drug called "APTX 4869". Conan is confused, as Haibara continues to ramble about the drug and how he took it. It becomes apparent that Haibara isn't a normal little girl. It is not until Haibara tells Conan that she's taken over [[Hiroshi Agasa|Professor Agasa]]'s house and that he's "not in this world any more" that Conan begins to panic. He tries to call Professor Agasa but doesn't get an answer, while Haibara smirks evilly in the background. Conan then leaves Haibara behind and sprints to Professor Agasa's house, hoping to find him safe, which he does. Agasa then allows Haibara to explain herself to an angry Conan. She explains about her "role" in the [[Black Organization]] and how she betrayed the organization and took the drug to escape from her prison.
* On the way to the university professor's house, Conan showed deep distrust for Haibara, because she was a former Black Organization member and her reluctance to share information about her life and the organization.
* After exchanging information, Conan, Haibara, and Agasa plan to visit a university professor who could have accidentally been given a floppy disk containing data on the Black Organization from Haibara's elder sister. They visit his house only to find him dead in a locked room. After Conan solves the case, Agasa and Conan decide to head back home. When Conan gestures for Haibara to come along, a tear rolls down her face as she asks why he didn't help her sister. To answer a confused Conan, Haibara explains, still in tears, that Hirota Masami was a fake name that her sister took from the now-deceased university professor, and Conan realizes that Haibara's sister is the same girl who died during the [[The Black Organization: One Billion Yen Robbery Case|One-Billion-Yen Robbery Case]]. Haibara continues to shout at a stunned Conan that, with all his deduction skills, he should have been able to see right through her sister's case. Haibara breaks down and falls on her knees in front of Conan and clutches his shirt and continues to cry into it. What are you two doing!?" which was really directed at Genta and Mitsuhiko.

During the entire case, Haibara is seriously frightened of Gin, because the night before she had dreamed that he had discovered her true identity ([[Sherry|Shiho Miyano]]) and killed everyone she had contact with. She also confided to Conan that she dreamed that he was shot first, which may symbolize a great fear over any harm done to him.
* While they are in Professor Agasa's car following Gin and Vodka to the Haido City Hotel, Haibara seems to be pleased by Conan's decision to stop Pisco from murdering someone rather than just concentrating on Gin, Vodka, and the drug, and says, "Oh, what a strong sense of justice you have," with a proud smile. At one point, when the charm was about to fall to the sea, Conan jumped and grabbed it, falling into the water while managed to keep the charm intact.
* It turned out there were two Higo charms, and the one saved by Conan actually belonged to the man who snatched it from Conan. He eventually found Haibara's charm, but it became dirty after being run over by a car. While cleaning it, the left eye of the charm fell off, and Conan drew a ''hilariously bad'' eye to replace, which earned him Haibara's rage and apparently, there went his chance for the APTX antidote.

[[Hiroshi Agasa|Professor Agasa]], [[Ai Haibara|Haibara]], and the Detective Boys checked in at a hotel in Hakone, Kanagawa Prefecture. The receptionists suggested to them an interesting location for hanging around, so they went there to check. There, they witness a black motorcycle, driven by a headless person. The Detective Boys are terrified upon seeing the headless driver, and end up being unable to sleep for the rest of the night. The situation is reported to Conan.

The next day, [[Kogoro Mouri|Kogoro]] is taking [[Conan Edogawa|Conan]], [[Ran Mouri|Ran]], and [[Sonoko Suzuki|Sonoko]] to check in at the hotel, led by [[Masumi Sera|Masumi]] on her motorcycle. Both Agasa's group and Kogoro's group will be attending the motorcycle festival held at an exhibition hall in Kanagawa, which include the introduction of the policeman newest motorcycle model "the Angel". Inside the hall will also hold a talk show between one of the model's developers Kazuaki Omae and Kiriko Ryuzato, an industrial designer who announced her retirement four years ago but came back last year. Suddenly, everyone is alerted by a couple driving recklessly on a yellow motorcycle as they drive pass every single vehicle on the road. The couple then try to drive straight between a car and a truck, causing one of the car's rearview mirrors to fall down the road and bounce onto a black car behind. The impact renders the black car unable to navigate properly, forcing Masumi's motorcycle and many other vehicles behind to stop.

After the car has stopped for a while, Conan climbs onto the roof of the car to observe behind, and finds a black motorcycle like one that the Detective Boys described to him. As Masumi is about to pursue the crazy couple, Conan warns her not to because the black motorcycle performs a stunt that would crash land onto her without Conan’s words. In addition, the said motorcycle is currently being followed by [[Chihaya Hagiwara]] and other Kanagawa motorcycle policemen. The scene points toward the couple on their yellow motorcycle as they have been trying to run away from that black motorcycle, and they are about to hit a truck in front, so the man hits the brake to avoid the impact. However, they are unable to do so when the brakes do not work at all, despite the man trying to control the steering wheel as an alternative.

The criminal leaves the scene while the couple are badly injured from the impact. Chihaya reports the accident to her colleagues and pursues the criminal alone. The pursuit continues until a crossroad, where the criminal drives past the people in the first pedestrian line of that crossroad to turn left. The action also causes a big truck to lose control, almost hitting a little girl on the opposite pedestrian line. Fortunately, Chihaya's in time rescue has prevented a horrendous accident from occurring, while her motorcycle is not that fortunate.

After the incident, everyone reaches the hall on time for the announcement ceremony. Conan notices Masumi has been looking for someone, and gets to see the face of that person when she drops it by accident. As Conan picks the phone up for her, she then temporarily departs, unaware of the transmitter Conan puts onto one of her shoes. The talk show between Omae and Ryuzato raises one interesting topic regarding the built-in AI in the assistant driving system used in Angel model: There have been rumours about the development of military motorcycles, and what consequence will be if those motorcycles are also equipped with the system.

In Tokyo, the black driver on their motorcycle is once again on the move. This time, they come out from a big red container and target another person in his motorcycle. Yumi Miyamoto and Naeko Miike find the terrifying motorcyclist post-pursuit, and report to their MPD. Naeko and Yumi's report also reaches Kanagawa MPD, and Conan is able to learn about the incident from Jugo and Chihaya. Since Kogoro is summoned to Tokyo police station along with Omae to assist the investigation, Conan and Ran have to go back to the hotel to receive the room without him.

Jugo and Chihaya offer them a long ride back to the hotel. On their way there, Jugo and Chihaya stop by a road, a road where Chihaya remembers an accident occurred. Jugo reveals that several years ago, a motorcycle police woman Ichika Asagi was in charge of capturing a reformed criminal Naoyuki Sasaki because he was driving a stolen motorcycle; however, when trying he was about to hit the road barrier if he hadn't turned, his brakes were malfunctioned, leading to an accident that took his life while Asagi suffered multiple injuries from it. The two decide to drive to Asagi’s apartment first so Chihaya can ask if she was the one placing the bouquet. Conan also comes along with Chihaya, excusing that he can not hold his pee anymore. There, we see Asagi also suffering from the incident, the leg injury she is still having, the ways the Internet spoke ill about her... After that, the four finally arrive at the hotel where Conan and Ran will be checking in.

That night, Conan agrees to accompany Agasa, Haibara, and the Detective Boys to capture the headless motorcyclist they had seen on last night while eavesdropping Kogoro with a microphone. Agasa then gives everyone a riddle: "Recently, motorcycles are equipped with an auto-driving function, so who is the best driver out of: an old man, a monkey, a child, and a pregnant woman?" The answer is: A child!. Suddenly, Conan hears strange sounds from the forest but couldn’t identify what they are.

The next day, the Mouris arrive at Kanagawa police station for testimony of their encounter yesterday. While Kogoro goes to take the tickets, Conan and Ran happen to see Chihaya, who just finished her duty in the station. Conan becomes curious when he sees the faces in Chihaya’s phone, so she explains that one of them is her deceased younger brother. Chihaya receives a call from Jugo, requesting her to come to Tanzawa lake. Since Chihaya’s motorcycle was damaged yesterday, Kogoro volunteers to take her and his kids to the scene. On their way there, Conan receives a sudden call from Haibara. She informs him there is no information they can find about the headless driver, but she found a magazine that was discussed a lot on a ghost story website. Coincidentally, Sonoko’s acquaintance knew the president of the publisher, so she can help them with the data. Ran then asks Conan if he is experiencing carsickness, to which he startles and replies that he was just watching an interesting video on the Internet but can not hear properly. Ran then lets him use Kogoro's wireless earphones, which Kogoro keeps throwing anywhere in the room.

At Tanzawa lake, a police officer Minato Tateoki is investigating the victim Yuichi Aoki. Following witnesses’ testimony, Aoki ran straight to the railroad of a bridge, flew up while his motorcycle blew up, and died due to the impact of the fall. She points out that in Aoki’s belongings, there is a medical bill taken yesterday including an eye exam. This could suggest the usage of eye drops is part of the causes, while raising the question: shouldn’t the hospital have given him the precaution not to drive for five hours after using the medicine? In addition to this, they find the vehicle’s tire marks irregular. Tateoki uses the witnesses’ testimony to conclude the type of motorcycle the victim is using, which coincides with one Masumi has been using. Conan has a look at the vehicle, and realizes Aoki is the one Masumi has been looking for.

The movie then changes frames to the road where Sasaki died. There, we notice Ryuzato sitting in the back seat of a car, driven by a man wearing sunglasses like her.

The movie changes frames back to Chihaya, who is still wondering about Kenji's words about her. Later, Chihaya and Jugo have a little moment as Chihaya shares one thing that still makes her unable to move on with Kenji’s death: A full version of his honest thoughts about her. Suddenly, the talk is interrupted with the call from, most likely, her superior. The call informs that the codename of the mysterious criminal is Lucifer, and that three Angel motorcycles are specifically given to Tokyo MPD and Kanagawa MPD to help capture this dangerous criminal, with Chihaya being the one driving the only one given to Kanagawa. Kogoro is taking both Ran and Conan back to the hotel when Conan makes an excuse to chase after Masumi. Kogoro believes he should be safe because there is a police station nearby.

At Masumi’s side, she finally reaches the location she wanted to investigate with her motorcycle, but its traces are mostly gone. Instead, she encounters a man in red shirt and his people. There are only three at first, so she quickly overwhelms them with her jeet-kune-do. Conan also manages to reach there in time and delivers a powerful kick to the red shirt man, who has just pulled out a pistol to threaten Masumi, but the two end up running away from the port when they realize they are no match for the people coming to aid the man.

Masumi explains why she is involved in this: The person she wanted to find was indeed Yuichi Aoki, who had been invited to underground racing multiple times due to his talent. It was Aoki that suggested Masumi to join the race as a replacement and for the money she could earn, though she wanted to use the opportunity to investigate the people behind this race. Apparently, the man in red shirt is working with the black motorcyclist as after he makes a call to someone, that man begins to pursue Conan and Masumi on their motorcycle, forcing the duo to hide in higher floors of a building nearby. There, Conan reveals to Masumi about Aoki’s death, convincing both that Aoki had been trying to warn them about something. Somehow, the man is able to reach the location the duo are standing, forcing them to find hideout outside the building. Fortunately, Ran manages to save them in time thanks to the earphones Conan has been keeping.

Ran’s attack also makes the criminal on their motorcycle drop some images. Conan picks it up and sees him and the Detective Boys in one of the pictures, so he tells Ran to contact Kanagawa police to rescue Agasa, Haibara, and the Detective Boys. That night, Agasa and the others are once again trying to capture the headless driver with their cameras when they see a strange vehicle coming. Suddenly, at a cliff near the kidnapping scene is the man we saw earlier the day with Ryuzato, carrying a sniper rifle and waiting for her order to the situation. She reluctantly tells him to commit a warning shot at one of the kidnappers. Seconds later, the Kanagawa police Conan calls have reached the location, allowing Agasa and the others to be safe.

At Kanagawa police station, Conan and Masumi are relieved when they hear that their friends are safe. Conan then receives a message from Sonoko about the article she got from her acquaintance, which intrigues Chihaya as she deliberately grabs him along with a book containing files of motorcycle incidents while Masumi just follows without judging. The investigation does not feel confused, but we will still put it onto a proper summary anyway:
* The black motorcyclist is now given a proper name: Lucifer (not Luficer, which is a typo).
* The files Chihaya carried earlier are used to review the similarities between the Sasaki’s incident and Aoki’s incident, which lead to a conclusion that the incidents are staged. In Sasaki’s file, Conan notices a tattoo that is identical to one from the image in Sonoko’s message, suggesting that Sasaki was about to make something public when someone murdered him and made it so it seemed like an accident.
* The police have identified one of the people that attempted to kidnap Agasa and the kids to be Rohan S. Lahiri, an East-Asian aerospace company employee, and they have sketched a portrait of him to show Conan and Masumi, whom they confirm to be one of the people that attacked them earlier at the seaport. This means Lahiri and Lucifer are accomplices.
* Yumi and Naeko have gathered information about Lucifer’s victim on the previous day. The sole victim is Tadakazu Uchikado, he was once the owner of a vintage motorcycle shop but his shop was closed after he was arrested for illegal drug possession. The duo on the motorcycle are Hide Hario (driver) and Yu Nagahashi (passenger). They were classmates at some point, have multiple records for motorcycle theft, and were Uchikado’s regulars. The three testified about Sasaki's accident as they had known him before his reformation, and all of them spoke ill about the victim.

Then, Minato Tateoki comes into the room to inform everyone that Lucifer has made their appearance near Hakone, so Chihaya is given an opportunity to ride the only Angel motorcycle given to Kanagawa to aid the police in subduing this dangerous criminal. Before she leaves for Lucifer, she makes a call to Conan so she can hear his deduction while driving to the location. The first deduction he makes is that '''Ichika Asagi''' became Lucifer to take revenge for her leg injury - which she assumed to be indirectly caused by Hario, Nagahashi, and Uchikado - with the help of an assistant driving system in Lucifer’s motorcycle. The evidence is that Conan found stains in Asagi’s jacket, stains that usually come from riding a motorcycle, during he and Chihaya’s visit to her apartment.

Jugo recalls that when Masumi and Conan were pursued by Lucifer, Chihaya met Asagi in the police station, to which Chihaya says she believes the boy through the pre-made phone call. She then confronts Asagi and has a rematch with her, while Jugo, Naeko, and Yumi rush there because they want to aid her. Ran then comes reminding Masumi to testify while Omae goes for his work. Conan can’t go with Ran because he has to support Chihaya later on, and he asks Ran not to follow him this time.

The motorcycle styled rematch between Asagi and Chihaya turns out to be a set up Conan made so Chihaya can replace Asagi’s position as the Lucifer. The two do this because they want to confront the real mastermind of the plot, Kazuaki Omae. Omae received Lahiri’s request to develop an assistant driving system for military purposes, which is the concern Ryuzato raised on the day before. The process of making a perfect version of the assistant driving system requires many tests to be carried out, so he and Lahari made an underground racing field to have participants test out the system while making them believe they must do their best to win a money prize. During the that test phase, Omae encountered things that he deemed as obstacles, which must be removed by him or his accomplices:
* The headless driver that traumatized the Detective Boys was an occasional dummy test he carried out with the assistant driving test, Omae decided to have Lahiri silence everyone who witnessed the scene.
* Sasaki was invited to the race as participants, but his staged death arrived after he discovered what had been going on. Omae was then caught attention by Asagi, whose life was ruined because of the incident, and manipulated her into driving the Lucifer motorcycle so he could collect data from her while Asagi could take revenge.
* Aoki was also invited for this underground racing, but received the same treatment as Sasaki when he learnt about the plot like him. The one that attacked Masumi and Conan when they were going back from the seaport was actually Omae himself.
However, he reveals that the data he wanted to collect from is actually Chihaya, which was accomplished when she drove the Angel motorcycle for a rematch with Asagi.

Omae then sets off many explosions to get away with the data he collected. Meanwhile, we see Ryuzato getting picked up by a chopper, getting ready for something. Conan and Chihaya arrive at Kanagawa police station to ask Asagi where her employer would go, to which she replies he is heading to Haneda airport where his sponsor would take him away. While most Kanagawa police are dispatched to the airport, Conan is not at ease yet because he finds Asagi’s vengeance misleading. Suddenly, Conan notices the logo on Angel motorcycle looking similar to Sasaki’s tattoo when he gets to see a big poster of the model, so he asks Haibara for the surveillance footage where Sasaki died. Conan finds Ryuzato appearing in most of the footage, so he asks Haibara for Ryuzato’s contact in the recent days.

From the information Haibara gave, Conan goes back to Asagi’s interrogation room and reveals that she was in fact hired by '''Kiriko Ryuzato''', who wanted to kill Omae and erase his data. Conan found that the person Ryuzato has been contacted the most is John Powder, employee of an American company that is the ''rival'' of Lahari’s company. The situation becomes desperate again when now Conan must figure out the location Omae intended to go that has nothing to do with Haneda airport and allows a fatal shot on him, which he deduces to be the '''Bay Bridge'''. Suddenly, Masumi reaches out to Conan and Chihaya to inform Ran has been abducted by Omae and Lahiri.

Moreover, Asagi herself has also planted a bomb in Lucifer model, which will blow up at 9:03 PM, the time Sasaki died from the accident. This makes Conan question the relationship between Asagi and Ryuzato, to which he receives an answer through Jugo’s call on Chihaya. He reveals that Ryuzato is Sasaki’s younger brother who got estranged after their parents’ divorce. Ryuzaton had been longing for the reunion with her brother, but the moment was destroyed by Omae, so she had plotted to avenge everyone that was involved in Sasaki’s death.

== Case ==
[[Hiroshi Agasa|Professor Agasa]], [[Ai Haibara|Haibara]], and the Detective Boys checked in at a hotel in Hakone, Kanagawa Prefecture. The receptionists suggested to them an interesting location for hanging around, so they went there to check. There, they witness a black motorcycle, driven by a headless person. The Detective Boys are terrified upon seeing the headless driver, and end up being unable to sleep for the rest of the night. The situation is reported to Conan.

The next day, [[Kogoro Mouri|Kogoro]] is taking [[Conan Edogawa|Conan]], [[Ran Mouri|Ran]], and [[Sonoko Suzuki|Sonoko]] to check in at the hotel, led by [[Masumi Sera|Masumi]] on her motorcycle. Both Agasa's group and Kogoro's group will be attending the motorcycle festival held at an exhibition hall in Kanagawa, which include the introduction of the policeman newest motorcycle model "the Angel". Inside the hall will also hold a talk show between one of the model's developers Kazuaki Omae and Kiriko Ryuzato, an industrial designer who announced her retirement four years ago but came back last year. Suddenly, everyone is alerted by a couple driving recklessly on a yellow motorcycle as they drive pass every single vehicle on the road. The couple then try to drive straight between a car and a truck, causing one of the car's rearview mirrors to fall down the road and bounce onto a black car behind. The impact renders the black car unable to navigate properly, forcing Masumi's motorcycle and many other vehicles behind to stop.

After the car has stopped for a while, Conan climbs onto the roof of the car to observe behind, and finds a black motorcycle like one that the Detective Boys described to him. As Masumi is about to pursue the crazy couple, Conan warns her not to because the black motorcycle performs a stunt that would crash land onto her without Conan’s words. In addition, the said motorcycle is currently being followed by [[Chihaya Hagiwara]] and other Kanagawa motorcycle policemen. The scene points toward the couple on their yellow motorcycle as they have been trying to run away from that black motorcycle, and they are about to hit a truck in front, so the man hits the brake to avoid the impact. The criminal leaves the scene while the couple are badly injured from the impact. Chihaya reports the accident to her colleagues and pursues the criminal alone. The pursuit continues until a crossroad, where the criminal drives past the people in the first pedestrian line of that crossroad to turn left. The action also causes a big truck to lose control, almost hitting a little girl on the opposite pedestrian line. Fortunately, Chihaya's in time rescue has prevented a horrendous accident from occurring, while her motorcycle is not that fortunate.

After the incident, everyone reaches the hall on time for the announcement ceremony. Conan notices Masumi has been looking for someone, and gets to see the face of that person when she drops it by accident. As Conan picks the phone up for her, she then temporarily departs, unaware of the transmitter Conan puts onto one of her shoes. The talk show between Omae and Ryuzato raises one interesting topic regarding the built-in AI in the assistant driving system used in Angel model: There have been rumours about the development of military motorcycles, and what consequence will be if those motorcycles are also equipped with the system.

In Tokyo, the black driver on their motorcycle is once again on the move. This time, they come out from a big red container and target another person in his motorcycle. Yumi Miyamoto and Naeko Miike find the terrifying motorcyclist post-pursuit, and report to their MPD. Naeko and Yumi's report also reaches Kanagawa MPD, and Conan is able to learn about the incident from Jugo and Chihaya. Since Kogoro is summoned to Tokyo police station along with Omae to assist the investigation, Conan and Ran have to go back to the hotel to receive the room without him.

Jugo and Chihaya offer them a long ride back to the hotel. On their way there, Jugo and Chihaya stop by a road, a road where Chihaya remembers an accident occurred. Jugo reveals that several years ago, a motorcycle police woman Ichika Asagi was in charge of capturing a reformed criminal Naoyuki Sasaki because he was driving a stolen motorcycle; however, when trying he was about to hit the road barrier if he hadn't turned, his brakes were malfunctioned, leading to an accident that took his life while Asagi suffered multiple injuries from it. The two decide to drive to Asagi’s apartment first so Chihaya can ask if she was the one placing the bouquet. Conan also comes along with Chihaya, excusing that he can not hold his pee anymore. There, we see Asagi also suffering from the incident, the leg injury she is still having, the ways the Internet spoke ill about her... After that, the four finally arrive at the hotel where Conan and Ran will be checking in.

That night, Conan agrees to accompany Agasa, Haibara, and the Detective Boys to capture the headless motorcyclist they had seen on last night while eavesdropping Kogoro with a microphone. Agasa then gives everyone a riddle: "Recently, motorcycles are equipped with an auto-driving function, so who is the best driver out of: an old man, a monkey, a child, and a pregnant woman?" The answer is: A child!. Suddenly, Conan hears strange sounds from the forest but couldn’t identify what they are.

The next day, the Mouris arrive at Kanagawa police station for testimony of their encounter yesterday. While Kogoro goes to take the tickets, Conan and Ran happen to see Chihaya, who just finished her duty in the station. Conan becomes curious when he sees the faces in Chihaya’s phone, so she explains that one of them is her deceased younger brother. Chihaya receives a call from Jugo, requesting her to come to Tanzawa lake. Since Chihaya’s motorcycle was damaged yesterday, Kogoro volunteers to take her and his kids to the scene. On their way there, Conan receives a sudden call from Haibara. She informs him there is no information they can find about the headless driver, but she found a magazine that was discussed a lot on a ghost story website. Coincidentally, Sonoko’s acquaintance knew the president of the publisher, so she can help them with the data. Ran then asks Conan if he is experiencing carsickness, to which he startles and replies that he was just watching an interesting video on the Internet but can not hear properly. Ran then lets him use Kogoro's wireless earphones, which Kogoro keeps throwing anywhere in the room.

At Tanzawa lake, a police officer Minato Tateoki is investigating the victim Yuichi Aoki. Following witnesses’ testimony, Aoki ran straight to the railroad of a bridge, flew up while his motorcycle blew up, and died due to the impact of the fall. She points out that in Aoki’s belongings, there is a medical bill taken yesterday including an eye exam. This could suggest the usage of eye drops is part of the causes, while raising the question: shouldn’t the hospital have given him the precaution not to drive for five hours after using the medicine? In addition to this, they find the vehicle’s tire marks irregular. Tateoki uses the witnesses’ testimony to conclude the type of motorcycle the victim is using, which coincides with one Masumi has been using. Conan has a look at the vehicle, and realizes Aoki is the one Masumi has been looking for.

The movie then changes frames to the road where Sasaki died. There, we notice Ryuzato sitting in the back seat of a car, driven by a man wearing sunglasses like her.

The movie changes frames back to Chihaya, who is still wondering about Kenji's words about her. Later, Chihaya and Jugo have a little moment as Chihaya shares one thing that still makes her unable to move on with Kenji’s death: A full version of his honest thoughts about her. Suddenly, the talk is interrupted with the call from, most likely, her superior. The call informs that the codename of the mysterious criminal is Lucifer, and that three Angel motorcycles are specifically given to Tokyo MPD and Kanagawa MPD to help capture this dangerous criminal, with Chihaya being the one driving the only one given to Kanagawa. Kogoro is taking both Ran and Conan back to the hotel when Conan makes an excuse to chase after Masumi. Kogoro believes he should be safe because there is a police station nearby.

At Masumi’s side, she finally reaches the location she wanted to investigate with her motorcycle, but its traces are mostly gone. Instead, she encounters a man in red shirt and his people. There are only three at first, so she quickly overwhelms them with her jeet-kune-do. Conan also manages to reach there in time and delivers a powerful kick to the red shirt man, who has just pulled out a pistol to threaten Masumi, but the two end up running away from the port when they realize they are no match for the people coming to aid the man.

Masumi explains why she is involved in this: The person she wanted to find was indeed Yuichi Aoki, who had been invited to underground racing multiple times due to his talent. It was Aoki that suggested Masumi to join the race as a replacement and for the money she could earn, though she wanted to use the opportunity to investigate the people behind this race. Apparently, the man in red shirt is working with the black motorcyclist as after he makes a call to someone, that man begins to pursue Conan and Masumi on their motorcycle, forcing the duo to hide in higher floors of a building nearby. There, Conan reveals to Masumi about Aoki’s death, convincing both that Aoki had been trying to warn them about something. Somehow, the man is able to reach the location the duo are standing, forcing them to find hideout outside the building. Fortunately, Ran manages to save them in time thanks to the earphones Conan has been keeping.

Ran’s attack also makes the criminal on their motorcycle drop some images. Conan picks it up and sees him and the Detective Boys in one of the pictures, so he tells Ran to contact Kanagawa police to rescue Agasa, Haibara, and the Detective Boys. That night, Agasa and the others are once again trying to capture the headless driver with their cameras when they see a strange vehicle coming. However, the vehicle belongs to the people that have attacked Masumi and Conan earlier at the seaport, and they come here following an order to eliminate Agasa’s group.

Suddenly, at a cliff near the kidnapping scene is the man we saw earlier the day with Ryuzato, carrying a sniper rifle and waiting for her order to the situation. She reluctantly tells him to commit a warning shot at one of the kidnappers. Seconds later, the Kanagawa police Conan calls have reached the location, allowing Agasa and the others to be safe.

At Kanagawa police station, Conan and Masumi are relieved when they hear that their friends are safe. Conan then receives a message from Sonoko about the article she got from her acquaintance, which intrigues Chihaya as she deliberately grabs him along with a book containing files of motorcycle incidents while Masumi just follows without judging. The investigation does not feel confused, but we will still put it onto a proper summary anyway:
* The black motorcyclist is now given a proper name: Lucifer (not Luficer, which is a typo).
* The files Chihaya carried earlier are used to review the similarities between the Sasaki’s incident and Aoki’s incident, which lead to a conclusion that the incidents are staged. In Sasaki’s file, Conan notices a tattoo that is identical to one from the image in Sonoko’s message, suggesting that Sasaki was about to make something public when someone murdered him and made it so it seemed like an accident.
* The police have identified one of the people that attempted to kidnap Agasa and the kids to be Rohan S. Lahiri, an East-Asian aerospace company employee, and they have sketched a portrait of him to show Conan and Masumi, whom they confirm to be one of the people that attacked them earlier at the seaport. This means Lahiri and Lucifer are accomplices.
* Yumi and Naeko have gathered information about Lucifer’s victim on the previous day. The sole victim is Tadakazu Uchikado, he was once the owner of a vintage motorcycle shop but his shop was closed after he was arrested for illegal drug possession. The duo on the motorcycle are Hide Hario (driver) and Yu Nagahashi (passenger). They were classmates at some point, have multiple records for motorcycle theft, and were Uchikado’s regulars. The three testified about Sasaki's accident as they had known him before his reformation, and all of them spoke ill about the victim.

Then, Minato Tateoki comes into the room to inform everyone that Lucifer has made their appearance near Hakone, so Chihaya is given an opportunity to ride the only Angel motorcycle given to Kanagawa to aid the police in subduing this dangerous criminal. Before she leaves for Lucifer, she makes a call to Conan so she can hear his deduction while driving to the location. The first deduction he makes is that '''Ichika Asagi''' became Lucifer to take revenge for her leg injury - which she assumed to be indirectly caused by Hario, Nagahashi, and Uchikado - with the help of an assistant driving system in Lucifer’s motorcycle. The evidence is that Conan found stains in Asagi’s jacket, stains that usually come from riding a motorcycle, during he and Chihaya’s visit to her apartment.

Jugo recalls that when Masumi and Conan were pursued by Lucifer, Chihaya met Asagi in the police station, to which Chihaya says she believes the boy through the pre-made phone call. She then confronts Asagi and has a rematch with her, while Jugo, Naeko, and Yumi rush there because they want to aid her. Ran then comes reminding Masumi to testify while Omae goes for his work. Conan can’t go with Ran because he has to support Chihaya later on, and he asks Ran not to follow him this time.

The motorcycle styled rematch between Asagi and Chihaya turns out to be a set up Conan made so Chihaya can replace Asagi’s position as the Lucifer. The two do this because they want to confront the real mastermind of the plot, Kazuaki Omae. Omae received Lahiri’s request to develop an assistant driving system for military purposes, which is the concern Ryuzato raised on the day before. The process of making a perfect version of the assistant driving system requires many tests to be carried out, so he and Lahari made an underground racing field to have participants test out the system while making them believe they must do their best to win a money prize. During the that test phase, Omae encountered things that he deemed as obstacles, which must be removed by him or his accomplices:
* The headless driver that traumatized the Detective Boys was an occasional dummy test he carried out with the assistant driving test, Omae decided to have Lahiri silence everyone who witnessed the scene.
* Sasaki was invited to the race as participants, but his staged death arrived after he discovered what had been going on. Omae was then caught attention by Asagi, whose life was ruined because of the incident, and manipulated her into driving the Lucifer motorcycle so he could collect data from her while Asagi could take revenge.
* Aoki was also invited for this underground racing, but received the same treatment as Sasaki when he learnt about the plot like him. The one that attacked Masumi and Conan when they were going back from the seaport was actually Omae himself.
However, he reveals that the data he wanted to collect from is actually Chihaya, which was accomplished when she drove the Angel motorcycle for a rematch with Asagi.

Omae then sets off many explosions to get away with the data he collected. Meanwhile, we see Ryuzato getting picked up by a chopper, getting ready for something. Conan and Chihaya arrive at Kanagawa police station to ask Asagi where her employer would go, to which she replies he is heading to Haneda airport where his sponsor would take him away. While most Kanagawa police are dispatched to the airport, Conan is not at ease yet because he finds Asagi’s vengeance felt misleading. The truth is '''Kiriko Ryuzato''' hired Asagi to work under Omae, and Ryuzato’s purposes at first are to eliminate Omae and erase the data. However, the case escalates as Masumi informs Ran has been abducted by Omae.

Well, it does not end though, as Ryuzato herself implanted a bomb on Lucifer, which is supposed to be ridden by Asagi, making Conan wonder about the relationship between Asagi and Ryuzato during the pursuit to save Ran with Chihaya. Suddenly, Jugo Yokomizo calls Chihaya, informing that Ryuzato is Sasaki’s big sister. Before Jugo stops calling, he also informs what Kenji told her before finally leaving her forever: Jugo recalls the day before the disaster, Chihaya recklessly rammed onto the criminal’s vehicle using hers. He called her on the next day, intending to ask if she was okay. However, Kenji was the one answering the call, along with Matsuda. Jugo took the chance to ask Kenji what he thought about his sister, and the answer he got is: “Chihaya is good looking. But she is messy and unladylike, she is unable to run fast, her combat skills are mediocre, and her shooting is awful. But once she is on the motorcycle, my skill is unable to match her. She is the fastest woman in Japan.”; Matsuda added in: “No, in this entire life, no one is her match. Chihaya on a bike is…”; both then said: “invincible”.

The word “invincible” gives Chihaya extra motivation to ride the motorcycle, allowing it to reach Ryuzato’s aircraft. This makes the sniper miss his bullet targeting Omae, while allowing Conan and Chihaya to confront Ryuaki.
