Muga's jaw is different from the shadowman lurker's. And the shadowman we usually get generally has a more pointed jaw... but here? It's square. I'd be more open to the idea if this shadowman's jaw was more pointed—the fact that Gosho made this shadowman's jaw square means that whoever this is, their jaw is also square.

Well, well, well... looks like we may get the "man ultimately gets the strap to give to his child/grandchild" (Mr White Hat) part and get the plot-related character part (the shadowman lurker—who may actually be a new character... or there's a character we already know with matching facial structure, and motive to follow the DBs and Rei/Toru, but I'm just not able to think of who that is, at the moment).
